It's true that if you apply to become a clan member, and are successful, you have to contribute monthly to the upkeep of the servers. Currently that is £10 a month.

Being a clan member gives you the same admin rights as other clan members, accross all our servers, and you get to be part of how the community is run.

Applications are not a "are you willing to pay £10 for admin" system. It's a highly selective process, where we choose people based on many requirements. Take a look at the recruitment section at the amount of unsuccessful applicants.
