Sniper scopes

I've been playing on Flash a lot lately and have noticed a lot of people seem to be able to get the scope on a sniper rifle up without the small delay that most people get. This then allows them fire using the scope almost as fast as a rifle. Just wanted to find out if this is cheating or not?

I think what they do is, fire and then press weapon switch 2 times fast, to disable the slow bolt action, its a pretty normal habit amongst tf2 & css players aswell.

It's an effect of spectator mode, when spectating another player, you don't get the zoom animation, which gives the impression of instant zoom.
