Windows 7 and Flach Player

Bought Sid Meier's Civilization V by steam. Can not get shit to work.
Its tells you that I do not have Adobe Flash Player, which I have. It seems that Windows 7 and Flash Player does not work together. I tried both 32 and 64 version but nothing has worked. Does anyone have an opinion about this.
I received an answer by Steam to try different things nothing worked.

Are you installing the ActiveX version (IE) or the NPAPI version (other browsers). Try installing the other one and see if it works.
